Well, actually, i start with a random batch (with changed random settings) and look for flames that have a 'good' gradient (well, for me at leasat). After that i tend to have fun with the variations and variables, most of the time i try different settings as well as different transforms.
Sometimes i find a fairly good random flame, where i save the flame first before actually starting to modify it. The first thing i do there is take a look at what transforms do what (just to get a starting point) then i start working on the variations and variables as well as the transforms (size, position, position of X and Y ). Sometimes just moveing the transforms and changing some variations can get you some nice results.
